Document the product, annual volume, process steps, raw materials, energy and water demand, waste streams, storage, hazardous inputs, workforce and destination markets. This determines the site, permits, customs treatment and certifications.

Build a project budget that separates company formation, property, fit-out, machinery, inventory, working capital, taxes and contingency. Model interruptions and insurance availability rather than using only a best-case schedule.

Confirm title or lease rights, cadastral data, permitted land use, zoning, construction status, utility capacity, access, fire-safety conditions and any encumbrances. Inspect whether existing buildings were lawfully commissioned and can support the intended load.

Do not sign a long lease based solely on floor area. Make closing or rent commencement conditional on material due-diligence findings and utility feasibility.

Requirements depend on the process and location. They may include construction procedures, environmental impact assessment, emissions or water-use permissions, waste arrangements, fire-safety measures, occupational-safety declarations and sector licenses.

Create a permit matrix with authority, legal basis, application inputs, lead time, renewal and the person responsible. Confirm which approvals attach to the operator and which attach to the site.

Classify machinery, components and finished products under the customs tariff. Establish customs value, origin, import VAT and duty treatment before shipping. Ensure contracts allocate transport, insurance, clearance and delivery risk clearly.

Determine which Ukrainian technical regulations, conformity assessments, labeling and market-surveillance rules apply. Export products may also need destination-market certification. Certification should influence product and supplier documentation early.

Use a Ukrainian LLC structure that supports ownership, financing and bank due diligence. Choose the tax system with margins and import VAT in view.

Employment planning covers staffing levels, shifts, payroll, training, occupational safety, medical checks where required, and foreign-worker permits. Put machine instructions, incident reporting and emergency roles into the working language of the site.

Assess power backup, communications, shelters, supplier concentration, alternate transport routes, cyber protection for industrial systems and business continuity. Define inventory controls, quality holds, maintenance, scrap, procurement authority and segregation of duties.

2. Complete legal, technical and security site due diligence.
3. Build the permit and conformity matrix.
4. Classify imports and model duty and VAT cash flow.
5. Contract utilities, logistics and waste handling.
6. Hire and train the responsible operational team.
7. Test quality, safety and continuity procedures before production.
8. Keep evidence for every permit, batch and controlled payment.

Sequence the project from the required operating date backward; do not let equipment arrive before the site can lawfully receive and run it.
