How to hire developers in Ukraine
Choose the right engagement model, protect IP and build compliant payroll for a Ukrainian development team.

Ukraine offers deep engineering experience, but successful hiring depends on more than finding candidates. The company needs a lawful engagement model, clear intellectual-property ownership, reliable payroll and a working environment that accounts for distributed teams and wartime continuity.
Choose how the company will engage people
Direct employment
A Ukrainian employer can hire under a labor agreement, issue the required employment order and notify the tax authority before work begins. Employment brings statutory working-time, leave, sick-pay, dismissal and health-and-safety duties. Payroll generally withholds personal income tax and military levy, while the employer accrues unified social contribution.
Independent contractor
A genuine independent business may provide development services under a civil contract. The agreement should describe deliverables, acceptance and commercial independence. Calling a managed full-time worker a contractor does not remove reclassification risk.

An employer-of-record may help a foreign company test the market, but review cost, IP transfer, data access and the path to later direct employment.
Build the hiring brief
Define outcomes, seniority, stack, language needs, time-zone overlap, location constraints and compensation range. State whether work is remote, hybrid or site-based and who owns equipment. A realistic brief filters better than a long technology wishlist.
Use consistent interviews: an initial motivation screen, role-relevant technical work, collaboration discussion and references where appropriate. Collect only necessary candidate data and control access to it.
Contract and onboard correctly
Before access is granted, complete identity and right-to-work checks, sign the correct agreement, execute confidentiality and IP terms, issue internal policies, provision company-controlled accounts and record equipment.
For foreign nationals working in Ukraine, check whether an employment permit and residence basis are required. Do not assume company ownership itself authorizes employment.
Protect IP and customer data
The contract should address pre-existing tools, newly created code, documentation, inventions, open-source use, moral-rights issues where relevant, assignment timing and further assurances. Match it to customer promises so the company never transfers rights it did not acquire.
Use least-privilege access, multifactor authentication, secrets management, repository logging, offboarding and device return. Security duties must work in practice, not only in an NDA.
Run payroll and people operations
Set a monthly calendar for time or deliverable approval, payroll calculation, taxes, payslips, leave and accounting entries. Define compensation currency and lawful payment currency carefully. Track probation, performance feedback and documentation rather than improvising at termination.

- Approve compensation and total employer cost.
- Use a consistent assessment and privacy process.
- Complete work-authorization checks before the start date.
- Sign IP, confidentiality and engagement documents.
- Configure payroll, leave, equipment and security access.
- Run a documented onboarding and offboarding checklist.
- Review classification as responsibilities change.
The cleanest team model is usually the one that accurately describes how people actually work.
